Dear Colleagues:
Systemwide Director Jody K. Stiger, Office of Systemwide Community Safety, has requested the Senate’s review of proposed revisions to Systemwide Policies Applying to University of California Police Department (UCPD). The revisions provide a comprehensive update of the Universitywide Police Policies and Administrative Procedures (Gold Book), which was last comprehensively revised in 2010.
The updates reflect changes in law, policing standards, best practices, and community expectations. The update also supports compliance with International Association of Campus Law Enforcement Administrators (
IACLEA) accreditation standards, which require campus law enforcement agencies to maintain current, clearly articulated, and regularly reviewed policies. Policy development was based on
Lexipol standards and led by Office of Systemwide Community Safety in consultation with UCPD, UC Legal, and Systemwide Labor Relations and subject matter experts. Consultation included a systemwide workgroup review, engagement with communities of practice, and an open comment period from October through December 2025.
A links to the proposal is provided in the Resources box. Faculty who wish to comment are welcome to do so. All comments received by May 29, 2026 will be included in the review materials for Senate Council consideration.
