Review of Proposed Revisions to Presidential Policy Applying to Campus Activities, Organizations and Students (PACAOS) 100.00 and PACAOS-Appendix H

Provost Katherine Newman has requested the Senate’s review of Proposed Presidential Policy Applying to Campus Activities, Organizations and Students (PACAOS) 100.00 and PACAOS-Appendix H. In the spring of 2025, former UC President Drake requested a review of the student conduct and discipline governance, process, and procedures as defined in systemwide and campus policies and related guidance. As a result of this review, Vice President for Undergraduate and Graduate Affairs Yvette Gullatt charged a systemwide workgroup on Student Conduct Policy with providing guidance to develop 1) a revised PACAOS 100.00 establishing a shared adjudication framework with core procedural standards and 2) an appendix that includes systemwide guidelines for student conduct sanctions.

In addition, UC provided the following paragraph to clarify the policy’s relationship to the appendices referenced in PACAOS 100.00:

The proposed revisions to PACAOS 100.00 and the introduction of Appendix H stem from a systemwide review of student conduct policies initiated in 2025 to promote greater consistency, clarity, and timeliness in disciplinary processes across campuses. PACAOS 100.00 and Appendix H function as companion documents governing general student conduct: PACAOS 100.00 establishes the overarching framework, while Appendix H—referenced in Section 103.11—provides detailed systemwide procedures for investigation, resolution, and sanctioning, and is therefore included for concurrent review. The revisions also clarify how related appendices apply: cases involving Sexual Violence and Sexual Harassment are governed by Appendix E, and cases involving Discrimination, Harassment, and Retaliation are governed by Appendix G. While Appendix G is referenced in the revised policy language, it is not itself being revised. In addition, the updates incorporate recent California legislative requirements (AB 602 and AB 1575), including provisions related to disciplinary amnesty and strengthened procedural protections.
